When I use Sample Wares, do I get the main action or the owner benefit?
The designer ruled on this in 2014.

Only the building's main action; nobody gets the owner benefit (apart from the Impersonate Tax Collector exception). The 'as if you controlled it' wording only clarifies that no owner benefit is due.
