When does a round end, and what if nobody can place an agent?
The rulebook gives the end-of-round procedure; the stuck-board case is player consensus.

A round ends once every agent is placed and the Waterdeep Harbor agents have been reassigned. If one player has no legal space they pass for the round; if no player can place anything, the round ends right away. Agents then return to their pools.
