Can I place an agent on a space just to block it if I can't do (or pay for) its full action?
Several players apply the same principle, one quoting the Scoundrels of Skullport clarification.

No. You may only assign an agent to a space whose action you can carry out completely: paying a building's cost, returning adventurers for The Three Pearls, or having an Intrigue card to play at Waterdeep Harbor. A space that merely hands out adventurers is fine even if the supply is short; you take what is left.
