The rulebook says Surge resolves immediately after the When Revealed effects.

After. Resolve the When Revealed effects first, then reveal the extra card. If the card is gone before Surge can apply (killed on reveal, for example), there is nothing left to carry the keyword. A cancel such as Eleanor's stops only the When Revealed text.
