Does progress from Legolas (or Northern Tracker, Blade of Gondolin and similar) go on the active location or on the quest?
The rulebook's quest-resolution text states the redirect, and a 2022 reply restated it for Legolas.

On the active location first. The rules redirect any progress that would go on the quest card to the active location until it is explored, and only the overflow lands on the quest. A card that says 'place on the current quest' does not contradict that rule, only a card that says it bypasses the active location would. If the active location can't receive progress from player cards (immune), the progress is not placed at all.
