No. It is a Condition attachment that stays on the hero until a card removes it, so you must pay 2 resources from that hero's pool every refresh phase to ready it. It only blocks the refresh-phase readying; readying from other effects, such as Unexpected Courage or Aragorn's own ready, is not blocked. A hero that is already ready when the refresh phase comes needs no payment.
