No. A character and its attachments exhaust and ready independently. Exhausting Steward of Gondor for its resources leaves the hero ready, and exhausting the hero for questing or attacking does not exhaust the attachment. A passive benefit an attachment grants generally keeps working while the attachment is exhausted.
