Right after he commits to the quest: his response triggers immediately on commitment, not later in staging. Responses that share one trigger can be taken in the order you choose, so if Theodred's response adds a resource to Aragorn first, Aragorn can spend it to ready. A hero readied this way is still committed to the quest.
