What ends the first period and the game?
The rulebook states both triggers; the designer confirms 2-player games usually end by rubble.

The first period ends when a player completes their second Rubble set or the third Political deck is exhausted. The game ends when a player completes four sets or three decks have been emptied again in the second period; the round is finished and then one more full round is played. In 2-player games the game almost always ends by rubble, not by cards.
