Where do Lacerda's officials go when they are kicked out of a Noble's office, and can he use the plaza?
They are kicked out under the normal majority rule and return to his home area, not to the plaza. Lacerda's own officials are never used to open buildings, but if he needs extra officials you may take them from the plaza.
