Are card backs public, and must I hide the fronts of the cards in my hand?
Community players agree on card backs and hands; the designer's open-information remarks cover Decrees, Plans and hired officials but not the hand.

Card backs are public, and the fronts of the cards in your hand stay hidden. The designer calls Decrees and completed Plans open information, and plays with the number of officials hired for Public Buildings open too (closed is an optional variant).
