What does START on a building card mean, and which buildings start in town in the shortened game?
The rulebook describes the tick table and the START exception; which cards start for which count comes from the card backs.
A card showing START in place of a tick for your player count is set aside as a starting building owned by the town, together with the three firms. In practice this matters in the shortened game, where a few extra cards (for example the Marketplace, Black Market or Sawmill, depending on player count) start in town; in the full game only the three firms start in town. Check the back of each card for your player count rather than relying on a fixed list.
