What does 'empty' mean on the Black Market?

It refers to the Offer spaces: you take 2 of each good (Francs included) whose Offer space has no goods. Discs are never placed on Offer spaces, so a space is empty when nothing is on it; upgraded goods, 5-Franc coins, coal and hides are not available there.
