Le Havre
Does the Hotel pay when I take Francs, and do I pay its entry fee each turn?

The Hotel pays its bonus when you take the Francs Offer, since that counts as an offer; you pay the entry fee once, on entering, and receive 3 Francs each time you take goods while your disc stays there.
