Both. All town-owned buildings and the top card of each of the three Proposals piles can be bought, and you can buy several in a row, even from the same pile as each next card is uncovered. Only Proposals buildings can be built; town buildings can only be bought. Buy-only cards such as the Black Market can be bought as soon as they are uncovered.
