Can the Football Stadium be bought, or only built?
In the original printing, the publisher ruled it can be bought normally as soon as it appears among the special buildings, but built only after a Building Proposals pile is empty; if nobody has bought it by then it goes onto the empty pile. One poster says the 2018 rules state flatly that it cannot be bought, so check your printing's appendix; the appendix line was already flagged as wrong in 2009. The Construction Site cannot pick it.
