Do I pay the 10 Francs at the Brick Manufacturer?
The rulebook says to show at least 10 Francs and receive 14.

Effectively yes, but you needn't move them: the card trades 3 bricks and 10 Francs for 24 Francs, a net gain of 14. Simply show you hold the 10 Francs and take 14 from the supply; both ways are equivalent.
