Weapon type can only be changed when departing for a hunt, and doing so wipes all accrued proficiency levels, including specializations. A weapon mastery, once reached, is an innovation of the settlement and the master keeps its full benefit while it remains. All other survivors automatically get that weapon's specialization, and a new survivor must earn all 8 levels to gain mastery benefits for themselves.
