Each survivor may use each survival action (dodge, encourage, dash, surge) once per round. A round is the monster turn plus the survivors' turn, and then the actions are available again. The survival points themselves do not refresh; they are only regained through effects that grant survival. Using dash and surge in the same round is allowed, so a survivor can move and attack twice.
