How long do lingering effects of a settlement event last, and is the event deck reshuffled?
The rulebook text states this rule.
Lingering effects last through the whole Settlement Phase and end once survivors depart; the event returns to the deck and the deck is reshuffled for the next phase. Each year you draw one settlement event, and events added to the timeline are resolved in addition to it.
