Can I pick the level of a Nemesis, and can I choose to hunt one?

A plain 'Nemesis Encounter' lets you pick any nemesis you choose but you must select a level you haven't faced; entries naming a level or monster force that. You can't simply go hunt a nemesis: encounters come from the timeline, with Special Showdowns triggered by specific innovations or events (such as the Heart Flute).
