Is a knocked-down survivor still knocked back by a monster's roar or collision?

Yes — knocked down only means the survivor is down and not a threat; nothing makes them immune to knockback. The designer explained it as the survivor scrambling away on whatever limbs remain. They can also still dodge while on the ground.
