When a monster is knocked down on its turn, can the survivor who caused it use survival?

Not under the general rule: the attacking survivor can't spend survival. When no survivor caused the knockdown (a persistent injury, say), all survivors may act, and during reaction windows any survivor other than the attacker may dash or surge.
