When can gear be moved between survivors?
Several players agree and the rulebook says gear grids are rearranged only in the Settlement Phase.

Only during the Settlement Phase, in practice at step 8, when returning survivors' gear is removed and departing survivors are equipped. You cannot swap gear during the hunt or showdown (except for gaining gear when something says so); cursed gear stays bound to its survivor. Resources, however, can be traded during a hunt or showdown.
