Can a knocked-down survivor use fighting arts?

Yes, fighting arts that apply passively stay active, and a relayed designer clarification allows using them while down. But a knocked-down survivor can only spend survival to dodge and cannot move or activate, so anything that needs an attack or activation cannot be used. They stand at the end of the next monster turn.
