Innovation effects are ongoing, so a departing-survivor bonus such as +1 survival applies every time survivors depart. One-time results from a settlement event or endeavor only apply to the next hunt and showdown. A bonus to the survival limit just raises the cap for everyone; it doesn't hand out survival.
