Criticals come from wound rolls, not hit rolls. Draw all the hit location cards, put them in whatever order you like, and resolve them one at a time, each with its own wound roll. On a critical wound apply the critical effect and ignore the card's reaction. A critical only happens on a roll of lantern 10 (9 with Luck); Strength does not affect it.
