Can Dash and Surge be chained so one survival action starts inside another?

Two different survival actions can be taken one after another in the same window, but each must be fully resolved before the next starts, and each type is limited to once per round. You cannot start a second action inside the first, so dashing and surging cannot be combined to get around a limitation such as a Cumbersome weapon, because the dash movement must be spent before the surge begins.
