Does the Devourer's extra VP work if you win but gain no battle VP, for instance with no units left?
The publisher posted this as an official ruling, agreed with the designers.

No. You need the normal battle VP first, which needs at least one surviving unit. You must also have won. Glory and Reinforcement DI cards, by contrast, pay out for a win even with no units left.
