When does a temple pay PP and VP?

A temple pays PP when controlled at the end of the Day phase, power tokens as well. A temple under construction counts as regular only at level 3; at level 2 it gives 1 PP. The alliance earns at most 1 permanent VP per turn, and with three allies none until a new temple is complete.
