Can a corrupted creature attack a troop inside a city, e.g. with Open Gates?
The designer answered this and it matches the rulebook.

No. Seth only performs an attack with the creature, not a move, so it cannot hit a city. The one exception is the Phoenix, which Seth must corrupt to attack inside a city.
