Can Seth buy a tile using an alliance pyramid he controls, and what does it cost?

Yes. If Seth controls an alliance pyramid, he can buy with a normal purple Buy space, which is not a corruption action and costs no extra PP. Only when no purple Buy space is left must he use Corrupt a pyramid, which costs 1 extra PP.
