Can the blue Reinforcements tile add units to a troop that has none of your units?

The designer's reading is that you may add units only to a troop where you already have units, or to your city. Alliance Recruitment is a Day-phase tile used with an action token, while Reinforcements works at night, so the two do not operate together.
