Who sets the turn order for the next round?
The publisher confirmed it applies to the whole order, and the rulebook states fewest VP.

The player with the fewest VP determines the order for the entire turn (all positions, not just first place). One forum poster notes the German rulebook says the player with the most VP, which conflicts with the English, Dutch and French text (fewest).
