How do Offensive and Defensive Strategy tiles work with my Battle cards?

Buying one returns your discarded Battle cards once, then permanently swaps one of your six cards for the special card (+3 Strength with 3 Damage, or +3 Strength with 3 Protection). The swapped card need not be a discarded one, and nothing repeats each Day phase.
