Can Reinforcements, Enlistment or Enforced Recruitment add a creature to a troop?
The publisher relayed the designers' answer; later v1.5 rules allow placement without recruiting.

Not under the original rules: only a Recruit action brings a creature to the board, and tiles and cards that add units do not add a creature. Under v1.5 a creature in your supply can be placed on a troop in your city without recruiting.
