Can an opponent Veto a DI card I play during my own movement?

Two forum posts agree on the movement case; the rulebook FAQ covers only the battle limit.

Yes. Veto can cancel a non-combat DI card played during another player's turn, and the mover keeps remaining movement points. A vetoed card is cancelled for everyone. A Veto cannot be played against a DI card used in battle.
