Does the Transfer DI card give an extra teleport, or only the Portal of Thoth?

Under the v1.5 rules, Transfer makes one teleport cost only the card's 1 mana and lets it start anywhere; it does not add a teleport. Only the Portal of Thoth tile adds one.
