Can I mix walking, harbor crossings and teleports in one Move action?
The rulebook allows mixing and a designer reply confirms the whole-troop rule.

Yes, in any order. Teleporting uses no movement capacity and you can teleport after capacity is spent, but each teleport costs 2 PP. The whole troop teleports together; you cannot split it across destinations.
