Can I recruit into a city district that has no pyramid, or that an enemy troop is holding?

Yes, into your own city: a pyramid is not required, and if an enemy controls one of your districts you can still recruit there, which starts a battle as an attack. You cannot recruit into another player's city, even a district you control.
