Can I drop units off at spaces I pass, including in rival districts or on temples?
The rulebook allows leaving units on the way.

Yes, as long as the move stays within the capacity; you may also stop early or leave units behind anywhere along the path. Leaving units in a rival district can hand the rival a battle.
