Does the Speed Charger design bonus (a book) apply to the First Office stacks, and can I get it together with the Admin shift?

No — the book bonus applies only when taking from the central stack, and you can get both the extra Administration shift and the book in the same turn. A 2021 answer said all three stacks qualify, but the later ruling limits it to the central stack.
