The Double-Upgrade unlocked by certification is a one-time ability: use it once, then flip the tile on your player board. The part you double-upgraded moves two steps on the Upgrade Value track and you score its new value; flip that part's marker. The part can still receive ordinary upgrades afterwards. Some players read the limit as once per part type rather than once per player; the rulebook's "one-time" wording favours once per player.
