Yes — you may claim several cars in one visit, paying each car's shift cost by its position behind the Pace Car as it stood when your visit started. The cars do not move up, and the cost of the rest does not drop, until the end of your visit, when the Pace Car advances and the gap closes. Splitting the claims into separate steps does not make them cheaper.
