Not normally. A retirement needs a pensioner, and pensioners come from attrition (the rulebook has the pensioner retire at the Retirements step); the exceptions people cite are deregulation's special retirements and Final Retirements. You may decline to buy a prize, in which case the pensioner returns to your supply and you gain no points.
