Sovereign regions have a large flag or a dome with no flag. Dominated regions have a small flag or no dome. Sovereign regions try to invade neighbours; dominated ones try to rebel. A region with no dome is under Company control, and once the Governor General is in play every domeless region counts as Company-controlled.
