When does John Company round up or down?

Rounding is rare. Mostly you round down: a new tower after a Foreign Invasion (half the invasion die), partial victory points for firms at final scoring, and half trade value for previously filled orders. Trophy losses round up. The guiding idea is that the result goes against the player or actor involved.
