How is a region's Presidency determined?

By whichever Presidency's army took control of the region; on a successful Deploy its loot marker moves to that Presidency. Madras, Bengal and Bombay home regions and their sea zones (West-Bombay, South-Madras, East-Bengal) are always associated with their own Presidencies.
