Are regiments the same as officers?

Similar in fighting, cost, transfers and loot, but regiments belong to no player, their loot goes to the bank, and they never roll for losses. They cannot become Commanders or be promoted into vacant offices. Regiments are not lost in battle and refresh each round, but cost money to maintain.
