Must a player carry out a Promise card they handed to someone else?
The designer answered this directly on BGG. The rulebook says the same about calling in promises.

Yes. Calling in a promise card forces the player who guaranteed it to perform the promised action if they are able to. Promises made without a card are not enforced.
